Rate book, Liscannor Harbour, for the charges of rates under the Harbour Marine Works (Ireland) Act 1902, cover missing, starts with page No. 2 dated 30th June 1939, last page No 94, last entry on dated 25th April 1957 on page No 55. Lists vessels that used the harbour and that were charged a rate and signed by Daniel Considine, Harbour Constable or Harbour Master. Includes counterfoil addressed to Harbour Office Howth for Tonnage Rates and Goods Rates.
The Marine Works (Ireland) Act, 1902, was enacted to facilitate and execute the maintenance of marine works in Ireland. As only two thirds of the funding came from the government, it appears that charges to users of the port contributed to the remainder of the cost, with tonnage rates levied on cargoes. This was recorded a register, along with the name of the vessel, its cargo, the name of the ship’s master and the date. It was signed off by the Harbour Constable.
This register is missing its cover and the first numbered page. The earliest entry dates to 30th June 1939 when the SS Kyle Skye of Liverpool arrived in from Garston with coal and was charged £1 9s and 6p under the Act. The final entry occurred on 25 April 1939 when the MV Barcarola of Barcarola arrived from Garston laden with coal. These were typical of the cargoes carried.
This register was one of two found in a shed some time after the death of Harbour Constable Daniel Considine, the grandfather of the donor. Daniel’s son Jillo Considine went on to succeed his father has Habour Master in Liscannor and it was the donor’s mother, Helena, who saved the registers from being destroyed many years ago.
